mreichhart thank you for sending me the dump of your database. As I've suspected, you slightly overdid the access settings for the backend menu.
From the data dump, I can clearly see that you've used Default Access Settings to restrict access to ALL backend menus and then overwrote them for each role.

The problem here is that you explicitly allowed access to a very small subset of menus for the Administrator role. and that is why the rest of the menus are restricted.
I would strongly discourage overusing the Default Access Settings because the are applicable to everybody, including Administrator role and your admin user.
In most instances, you should manage access to certain parts of your admin side with capabilities and use Backend Menu service only when there is no other way.
